Rules and Regulations
As amended January 21, 2026 by the CHHA Board of Directors
I. General Rules for property owners:
A. Obligations of Owners
- Except where the content indicates otherwise, all references to “Owner” shall be deemed to refer to the family, guests, residents, invitee, tenants, agents, and employees of such Owners.
- It is the obligation of each Owner to make his/her tenants, guests, family, invitees, agents, employees, and sub-contractors aware of the rules and regulations and of all provisions of Cherry Hill Homes Association documents.
- Use of any facilities of the property will be done in such a manner as to respect the rights and privileges of the other owners.
- Any damage to the common facilities or to the common property caused by the Owner, guests, children, invitees, tenants, agents, employees, sub-contractors or pets of an Owner shall be repaired at the expense of that property Owner.
B. Enjoyment of Property:
- Owners must exercise reasonable care to avoid making or permitting to be made loud, disturbing, or objectionable noises. Owners shall avoid using or playing or permitting to be used or played musical instruments, radios, televisions, amplifiers and other instruments or devices in such a manner as may be a nuisance to occupants of other homes.
C. Parking:
- All homeowners and guests are to park only in the garages and driveways of the respective homes.
- Garage doors should be kept closed at all times when the garage is not in use.
- Parking is not permitted on the streets except for vehicles of construction workers during construction period, or attendees of large family functions or gatherings.
- No trailer, camper, mobile home, recreational vehicle (including boats), commercial vehicle or inoperable vehicle of any kind is permitted to remain upon any area within the property, except in a closed garage or in a backward, out of view from the street.
- A vehicle is deemed to be inoperable if it has a flat tire or tires, has an expired inspection sticker or license tags, or has no license tags or inspection sticker at all. Vehicles deemed inoperable will be towed at the owner’s expense.
- Commercial vehicles are defined as any vehicle larger than 3/4 ton size passenger pickup of van (examples include but are not limited to dump trucks of other heavy equipment), vehicles that carry or are mounted with equipment used in a professional or for employment (examples include but are not limited to ladder trucks, tow trucks, etc.), and vehicles used primarily in the transportation of passengers for commercial purposes (examples include but are not limited to minibuses, limousines, taxis, etc.)
D. Pets:
- No pet is permitted to run loose at any time, to be tied to any portion of the common elements at any time, nor to be left unattended or unsupervised outside of the rear yard I which it is housed.
- No pet is permitted in the green areas, or the nature preserve except on a leash.
- All dogs, cats, and other animals may be kept, bred, or maintained for any commercial purposes.
- No household shall be permitted to have more than two outdoor animals, which is a combination of dogs or cats, per household. Puppies and/or kittens are not included in the number until they are weaned.
E. Garbage Cans and Recycling Bins:
- Residents shall place trash in appropriately designated containers.
- Trash containers should be covered, at all times, to prevent attracting animals.
- Loose bags should not be placed outdoors or at the curbside.
- Trash containers are to be removed from the curb on the same day as trash pickup.
- Trash containers should not be stored in the front of homes.
F. Streets and Roads:
- Cherry HIll streets are Caddo Parish streets and are not maintained by the Cherry Hill Homes Association. State and local traffic laws apply.
G. Dumping:
- No trash, garbage, and other refuse may be thrown, dumped, or burned on any vacant lot or other area except for new construction.
H. Signage:
- No signs of any kind shall be displayed in front yards, side yards or flower beds, except security signs and home or lot for sale signs as outlined below.
- No solicitation or distribution of information is allowed within Cherry Hill subdivision. No signs or flyers may be attached to traffic signs or their posts.
- One security system sign is allowed per home and must be located in a shrubbery/flower bed adjacent to the house.
- Home or lot for sale signs, meeting the requirements of Cherry Hill CC&R, Article VI, section 9, are allowed.
I. Celebrations/Events:
- Lawn artwork is allowed during special events, holidays and celebrations.
- Lawn artwork must be well-kept and removed at the conclusion of the event.
J. Landscaping and Lawn Care:
- All lots containing a residential dwelling should be well maintained.
- Lawns should be routinely mowed and kept neat.
- Driveways and sidewalks should be edged regularly.
- Dead or deteriorating trees, shrubs and flowers should be removed in a timely manner.
- Tree removal in front or side lots includes stump grinding and/or removal.
- Flower beds, shrubs and trees should be trimmed appropriately to prevent overgrowth and insect infestation.
- Landscaping is required along 100 percent of the dwelling.
K. Firewood:
- Firewood racks should be stored on the side or at the back of homes, not in direct contact with the structure
- Wood should be neatly stacked.
- Wood racks should not be stored along the property line or close to another resident’s home.
L. Prohibited Conditions:
- Plants, animals, devices or anything of any activity that is in any way are noxious, dangerous, unsightly, unpleasant, or of a nature as may diminish or destroy the enjoyment of the properties and their value is prohibited.
- Structures, equipment or other items on the exterior portions of a residence lot, which have become rusty, dilapidated or otherwise fallen into disrepair, are prohibited.
- Mailboxes and/or yard lights in a state of disrepair or generally lacking maintenance are prohibited. Owners are responsible for maintaining mailboxes and yard lights.
M. Enforcement:
- Fines will be levied and collected against all owners for violations of the provisions of the of the Declaration of the Covenants, Conditions and Restrictions, including these Rules and Regulations.
- When a violation occurs, the Owner will receive a letter requesting a correction within ten (10) days. If not corrected, the violation will result in the owner receiving a second letter with a five (5) day requirement for correction.
- If the violation is not corrected by the sixteenth (16th) day, a $20 per day, per violation fine will automatically be levied.
- After repeated violations of the same or similar offenses, the enforcement procedure will be the same as when the first violation occurred (see 2 and 3 above), except that after the third repeated violation for the same or similar offenses, a fine of $50.00 per day per offense will automatically be levied.
- Fines are special assessments and shall be collected as such according to the Declaration of the Covenants, Conditions and Restrictions of Cherry Hill Subdivision and the Bylaws.
- If a renter is the violator, the owner will receive all notices and fines, because the Owner is responsible for all actions of his /her renters and/or guests.
II. Cherry Hill Lake and Common Areas:
A. Nature Preserve:
- The Cherry Hill Homes Association may create the position of Lake and Preserve Manager who will supervise the Rules and Regulations of Cherry Hill Lake and Nature Preserve.
- All areas of the Nature Preserve in Cherry Hill Subdivision are for the exclusive use of the homeowners and their guests.
- No garbage or trash shall be left on any Preserve area.
- Fireworks may not be discharged in the Preserve area.
- No alcoholic beverages are permitted in the Preserve area.
B. Lake and Pier:
- A lifeguard or supervisory personnel will NOT be on duty. All activities on or near the water or pier shall be entered into at one’s own risk.
- Swimming or diving is NOT permitted.
- Boating activity is not permitted except for the care and maintenance of the lake.
- Fishing with hand-held equipment (cane poles, rod and reel, etc.) is permitted. Unattended equipment (set hooks, trotlines, etc.) is not allowed. Fishing shall be on a catch and release basis for bass. Residents may keep a total combination of ten (10) fish for all other species.
- The release of any fish, reptile or animal not authorized by the Board of Directors is prohibited.
- No dumping of any kind is allowed.
- Withdrawal of water is NOT permitted.
